Build planner

Level decides which tiers exist. Focus decides which of them you can afford, and it comes from bonds, Den upgrades and zone influence rather than from levelling. A second specialization unlocks partway through the campaign, spends from the same focus and runs a shorter ladder: five ranks where the first has six. Every number here is the game's own.

Where focus comes from

Focus is not handed out for levelling. An operator earns it from bonds and from what you build and hold, so the ceiling moves with the campaign rather than with the operator. Set the number above to whatever yours actually has.
